The bill would require a school crossing guard on each corner of a city block where there is a public or private school with students enrolled in grades K-8. It also requires additional crossing guards on the opposite corners of these intersections if the roadway has four or more traffic lanes.
DenDekker said he expects to have continued negotiations with the Department of Education, NYPD and the mayor’s office as to how they will implement it if passed.
“I drafted the bill in direct response to the accidents,” he said. “I wanted to come up with a solution on how to prevent this from happening again.”
He said since he submitted the bill, about 40 constituents have contacted him with overwhelming support. DenDekker said he is not sure why the city doesn’t place crossing guards on all corners near a school.
“We were told that there is a set budget for guards and that NYPD decides where they should be placed,” DenDekker said. “However, there is no statute requiring the placement, which is why I introduced the bill.
“Furthermore, extra resources are needed at multi-lane high volume boulevards like Northern Boulevard, where two children were killed within the last year walking to school,” he added.
In December 2012, 11-year-old Miguel Torres was struck by a truck and killed while crossing at 80th Street and Northern Blvd on his way to I.S. 145. Almost exactly one year later, eight-year-old Noshat Nahian was struck and killed at 61st Street and Northern Blvd on his way to P.S. 152. In both instances, the children were crossing the street unattended.
“We cannot expect children to cross high-traffic roadways with no supervision from a crossing guard,” DenDekker said.” I want to protect the children of New York City, and put an end to completely preventable accidents, such as those that caused the deaths of two children in my district in the last year.”
