Working together, but on what?

We here at Pol Position, perhaps feeling a little sluggish from all of that holiday cheer over the past few days, dug back into our archives to come up with this gem of a shot.

There's quite a few heavy hitters in this photo, but we don't have any idea what's going on. Of course, it would all be perfectly clear if that tall guy at far left wasn't blocking the sign that would explain everything.

What we can tell is that this was an event marking a bi-state collaboration on some sort of development project. That and it looks like the event took place sometime during the 1980s on August 2.

That is, of course, former Governor Mario Cuomo shaking former Queens Borough President Donald Manes' hand as Mayor Ed Koch looks on. We can only assume that the other person at the table is a New Jersey politician of some ilk.

We can see photos of Hunters Point in the background, but we're not sure why the State of New Jersey would be involved if it was just an announcement about developing Hunters Point. And speaking of which, if it is an announcement about the development of Hunters Point, they sure didn't get much work done on it, as the revitalization of Hunters Point is just now taking shape.

The only other clue we have here are the balloons in the background, which must tell us something. They just must!
