FILE - In this Monday, May 13, 2013 file photo, Rida Ibrahim, a 62-year-old Egyptian farmer, harvests wheat on his farm, in Qalubiyah, north Cairo, Egypt. Egypt's farmers have begun the annual wheat harvest. This year, it comes as the government is trying to rein in its decades-old policy of subsidizing bread with a new electronic smart-card system. The minister of supply says that the new system will save the government money and better target the country's poorest. He also says that Egypt, the world's largest importer of wheat, will continue to rely on foreign sources for the staple crop. Unrest in Ukraine has pushed up wheat prices worldwide in recent months. (AP Photo/Hassan Ammar, File)CAIRO (AP) — Egypt will try to save half the money it spends on wheat subsidies by issuing a new smart card system to ensure that the cheap bread goes to only the neediest.

The participants at the gathering in Brazil called NetMundial also warned against what they called massive and arbitrary surveillance of the Internet in the wake of revelations in documents leaked by Edward Snowden of widespread US spying on the Web. The gathering was attended by delegates from more than 80 countries including the US, as well as the United Nations, NGOs, tech companies and academics. For historic reasons, the United States is home to the main organizations that administer issues such as Internet domains and protocols, and for years now this has irked other countries.
