Chairman Howard Davies arrives to speak at a news conference as his Airports Commission final report is published in LondonBy Sarah Young LONDON (Reuters) - Britain will decide whether to proceed with a 23 billion pound ($36 billion) plan for a third runway at Heathrow Airport by the end of the year, Prime Minister David Cameron said on Wednesday, setting up six months of political skirmishes over the issue. Lawmakers broadly agree that the London area needs a new runway to remain economically competitive but its location has been disputed for over 25 years. Proposals to expand Heathrow in densely populated west London are politically divisive and likely to fuel tensions in the ruling Conservative party.

Nuclear talks between Iran and six world powers have been making progress and will continue to do so, Iran's Foreign Minister Mohammad Javad Zarif told reporters on Wednesday. "We have made progress and we will make progress," he said after a one-on-one meeting with U.S. Secretary of State John Kerry. "We will use every opportunity to make progress." He said Tuesday's decision by the six powers and Iran to extend the terms of an interim nuclear deal until July 7 after they missed a June 30 deadline for a long-term accord did not mean there was a new deadline.
