Russian soldiers parade through Red Square in Moscow, on May 9, 2014The United States has found that Russia violated a 1987 arms control treaty by testing a ground-launched cruise missile, a senior US official said late Monday, calling the matter "very serious." The finding comes in a 2014 report that concluded Russia was in violation of the Intermediate-Range Nuclear Forces Treaty, which barred it from possessing, producing or flight-testing such cruise missiles with a range of 500 to 5,500 kilometers, the official told AFP. President Barack Obama has sent a letter to his counterpart Vladimir Putin on the subject, which the administration official described as "a very serious matter which we have attempted to address with Russia for some time now."

The Fourth US Circuit Court of Appeals in the state capital Richmond said the ban violated the US Constitution's guarantee of equal protection under the law by infringing on the right to wed. "This is a historic ruling ... and its effect will affirm once again that Virginia is a state that is open and welcoming to all," he said in a statement. Virginia effectively banned same-sex marriage when a 2006 amendment to its state constitution -- endorsed by 57 percent of its voters in a referendum -- defined marriage strictly as a union between a man and a woman.
