Declaring that the European Union faces a "defining moment", the head of the U.N. refugee agency Antonio Guterres said a divided bloc would benefit only smugglers and people traffickers. Hundreds of thousands of people trying to escape conflict and poverty are making the dangerous and arduous journey by sea and land, heading towards wealthy northern European countries such as Germany in the hope of finding safety and a new life.

With Europe engulfed in an intractable crisis as thousands of migrants and refugees from the Middle East and Africa seek ways into the continent for safety and better lives, Cameron had come under fire over Britain's perceived lack of solidarity. "Given the scale of the crisis and the suffering of people, today I can announce that we will do more in providing resettlement for thousands more Syrian refugees," Cameron told reporters in Lisbon after meeting his Portuguese counterpart.
