Marshall and Damir Sagolj MANILA (Reuters) - Norberto Maderal and George Avanceña made a fatal choice on the afternoon of October 19, the Philippine police say. The two pedicab drivers drew their guns in a slum in northern Manila and "tried to open fire" at plainclothes officers posing as drug buyers, according to the police report into their killings. The officers defended themselves, resulting in what the report called "the instantaneous death of the suspects." Dante Novicio, the police chief of Navotas City, told Reuters his men shot the pair "almost simultaneously." Maderal, 42, and Avanceña, 33, are casualties in President Rodrigo Duterte's "war on drugs." Police say that 2,004 people have been shot and killed by officers in self-defense during anti-drug operations since the president took office on July 1.

U.S. President Obama carries a wreath as Japanese PM Abe looks on, in front of a cenotaph at Hiroshima Peace Memorial Park in HiroshimaBy Kiyoshi Takenaka TOKYO (Reuters) - Japanese Prime Minister Shinzo Abe will visit Pearl Harbor this month with U.S. President Barack Obama, becoming his country's first leader to travel to the site of the Japanese attack 75 years ago that drew the United States into World War Two. "This will be a visit to console the souls of the victims," Abe told reporters on Monday. "I would like to show to the world the resolve that horrors of war should never be repeated." The Dec. 26-27 visit will come seven months after Obama became the first serving U.S. president to visit the Japanese city of Hiroshima, on which the United States dropped an atomic bomb in the closing days of the war, in 1945.

Overwhelmed by the arrival of more than a million refugees and migrants in 2015, the EU has tightened its external borders and sought to strike deals with countries along main migration routes to contain the flow of people. Under the most prominent such collaboration, it promised Turkey an initial 3 billion euros in aid for Syrian refugees living there, accelerated EU accession talks and visa-free travel to Europe for its citizens.
