The announcement from Secretary of State John Kerry and Foreign Minister Sergei Lavrov that the U.S. and Russia have finally reached an agreement regarding the turning over of Syrian chemical weapons is a major breakthrough in this ever-worsening crisis.
Now the key is to immediately implement this agreement, and Syria must be made to understand that there is no room for stall tactics for securing the chemical weapons under international supervision.
The U.N. Security Council also needs to reinforce the American-Russian agreement. It must fully support the efforts of both countries as they move forward.
Hopefully, there will no longer be a need for U.S. military force.
