Passing a continuing resolution to keep the federal government open until December 2015 is just kicking the can down the road. Both the president and Congress should have worked together over the past year.
They need to return to the time when Congress held budget hearings for each department during the summer instead of taking a five-week vacation. Ditto for the president's vacation and traveling around the nation for Democratic Party fundraising events.
They must develop a budget agency by agency to be adopted during an open process. Members of Congress, federal employees, the public, watchdog groups and media should be afforded sufficient time to understand the full contents prior to adoption.
